My Department issued guidelines to post-primary schools early in 1987 on the development of sex/relationships education. These pointed out that the development of such programmes were matters for each individual school in support of the primary responsibility of parents. Inter alia the circular expressed confidence that schools would inculcate in students a commitment to the strengthening of marriage and the family in society.
