I have been advised by the Revenue Commissioners that a sub-contractor's certificate of authorisation is being refused because the applicant does not have a satisfactory tax history. He did not operate PAYE-PRSI and construction industry tax regulations in relation to certain workers engaged by him.

The Revenue Commissioners have advised me that the inspector of taxes wrote to the taxpayer's agent on 27 July 1989 for information necessary to consider further his application for a sub-contractor's certificate. To date a reply has not been received.
