Vol. 395 No. 1

Ceisteanna—Questions. Oral Answers. - Selection of School Principals.

John Bruton

Ceist:

8 Mr. J. Bruton asked the Minister for Education if she will give an up-to-date report on the implementation and effectiveness of the new procedure for the selection of principals and teachers in national schools which were announced by the then Minister for Education in 1986 in order to eliminate discrimination against female teachers in promotion to principalships in national schools; and if she will give statistics for the number of women appointed to principalships since the introduction of these procedures, in comparison with an equivalent period before the implementation of these procedures.

These procedures are being implemented since the 1984-85 school year. Indeed, they were introduced by a previous Minister for Education and former Deputy, Mrs. Gemma Hussey, to whom I wish to pay tribute for the measures in regard——

Out and out hypocrisy.

——to the advancement of women. Mind you, not all of her party were behind her. In any case where it comes to my Department's attention that they have not been complied with, school authorities are required to readvertise the vacancy concerned and follow the correct selection process in full. I am satisfied that the new procedures have helped to promote equality of opportunity for men and women candidates for principalship posts.

Statistics are available in relation to appointments of principal for the school years 1983-84 to 1987-88. These are set out in a tabular statement which I am circulating in the Official Report. The statistics show that females now form a greater proportion of applicants for principalships and constitute a higher percentage of successful applicants than they did prior to the introduction of procedures.

I think we should mark the fact that the Minister made a gracious remark in regard to her predecessor.

I am gracious by nature.

I now call Question No. 9.
