Written Answers. - Parking of Refuse Skips.

Ceist:

149 Mr. Cosgrave asked the Minister for the Environment if he intends amending the law in relation to refuse skips which are parked on motorways and footpaths without proper warning lights and which are a serious danger to the general public and motorists and are the cause of numerous serious accidents; and if he will make a statement on the matter.

Local traffic and parking by-laws made by the Garda Commissioner with my consent provide that a container such as a refuse skip, placed on a roadway or footway during lighting up hours, must be so lit as to be clearly visible and not cause a danger to other road users. A prohibition on placing skips on a roadway, or an adjoining footway, during clearway hours is also applied.

The enforcement of this provision in the by-laws is a matter for the Garda.

It would be a matter for the Garda Commissioner in the first instance to consider if the present provisions relating to the control of the parking of skips are in need of amendment.
