36 Proinsias De Rossa asked the Minister for Foreign Affairs if the Irish Government support the suggestion made by President Gorbachev at the Malta summit that there should be a Helsinki II summit to discuss the future of Europe in the context of the political changes taking place in many countries; the steps, if any, the Government intends to take to promote this concept during its EC Presidency; and if he will make a statement on the matter.

At the informal meeting of Foreign Ministers held in Dublin on 20 January 1990 the Twelve agreed in principle on the proposal to organise a meeting of Heads of Government of the 35 CSCE participating States in the course of 1990. The Foreign Ministers will discuss this matter further at our next formal meeting on 20 February. The Twelve will of course engage in consultations with all the other 23 CSCE participating States, whose agreement will be required before the meeting can be held.
