Written Answers. - Passport Issuing Arrangements.

Ceist:

47 Mr. Ryan asked the Minister for Foreign Affairs if he has any proposals to increase the efficiency and accessibility of passport issuing arrangements in 1990; and if he will make a statement on the matter.

The operations of the passport offices at Dublin and Cork are under continuous review and work procedures, equipment and office lay-out are being continually reassessed in an effort to promote efficiency and enhance the service to the public.

In line with this ongoing process, I have recently approved the following improvements: the appointment of additional permanent staff, with the agreement of the Minister for Finance; the renting of further accommodation which has enabled a major internal reorganisation of the office to take place. This will facilitate the more rapid processing of applications; the further updating of the office's computer system involving the purchase of additional VDUs; the installation of additional telephones and the redecoration of the public waiting area.
The Department is also planning a publicity campaign in the press and television with the aim of encouraging intending applicants to apply for passports in good time. This year the campaign will include a particular focus on those intending to travel to Italy for the World Cup finals. As part of the campaign the passport office was represented at the recent Leisure Fair held at the Point Depot at the end of January and dealt with over 8,000 inquirers. As in previous years I will monitor closely the level of applications and should the need arise I will arrange for extra temporary staff to be employed.
I would point out that passports are not available on demand, except in cases of genuine emergency. I would appeal to those intending to holiday abroad this year to check that they have an up-to-date passport and, if not, to apply, by post, in good time.
