I propose to take Questions Nos. 29, 70 and 73 together.

The statement which I am having circulated in the Official Report sets out the details of each housing authority's assessment of housing needs at 30 September, 1989. In 1990, approximately 1,200 dwellings will be added to the local authority housing stock. Each authority has been notified of its approved number of new `starts', including purchases of private houses, and it is now a matter for the authorities to decide which schemes/dwellings they wish to commence/purchase during the year. I expect that the number of houses becoming available during the year. I expect that the number of houses becoming available during the year for letting by authorities including an estimated 3,800 casual vacancies, will be sufficient to meet acute housing needs in 1990 and accordingly I do not accept that there is a risk of returning to a housing crisis situation.
