Written Answers. - European Council of Foreign Ministers.

59 Mr. Allen asked the Minister for Foreign Affairs if, in his capacity as President of the European Council of Foreign Ministers, he has invited Mrs. Violetta Chamorro or a representative from her administration to the meeting of Foreign Ministers scheduled for Dublin in April 1990; and, if not, if he has any plans to do so.

The meeting referred to is the annual Ministerial Conference on Political Dialogue and Economic Co-operation, which is called the San Jose Conference. It takes place at Foreign Minister level and is held alternatively in Europe and in Central America. Ireland in its capacity as EC Presidency will be hosting this year's meeting, which is the sixth in the series, in Dublin next month. A communiqué covering political and economic matters will be issued after the meeting.

In our capacity as EC Presidency and host country for the Conference Ireland has issued invitations to the Governments concerned and to the Commission. It is a matter for each participating Government to decide on its representation, which is normally at Foreign Minister level, and on the composition of its delegation.

In the case of Nicaragua, the invitation, in accordance with the normal practice in all other cases, has been addressed to the Government of the country. A separate invitation is not being issued to Mrs. Violetta Chamorro, whose new administration has not yet assumed power in that country.
