Written Answers. - Regional Technical Colleges.

Ceist:

200 Mr. Rabbitte asked the Minister for Education if she will outline present procedures for the composition and appointment of management boards of regional technical colleges and for appointing principals to such colleges; the changes in the above matters which she proposes to introduce in new legislation; and when the new arrangements will be put in place.

Boards of management of regional technical colleges are appointed under section 21 of the Vocational Education Act, 1930, by the VEC in whose area the RTC is located. Each board has a statutory limit of 12 members and is composed of:

—1 member of the VEC in whose area the RTC is situated;

—1 selected from agricultural interests;

—The CEO of the VEC in whose area the college is situated;

—The principal of the RTC;

—1 nominee of ICTU;

—1 nominee of the local chamber of commerce;

—1 nominee of the Minister for Education who will be an official of the Department.

The additional representation on the boards may include the following:

(a) representatives of neighbouring VECs;

(b) representatives of the industrial sector;

(c) elected representatives of the teachers in the colleges;

(d) representative of ICTU.

Principals of RTCs are appointed by the relevant VECs subject to the approval of the Minister for Education.

As I indicated to the Deputy in reply to Question No. 239 of 6 March 1990, the composition and appointment of boards of management of RTCs and the process for the appointment of principals to those colleges are being reviewed in the context of legislation which I propose to introduce later this year.
