Written Answers. - Employment of Teacher.

163 Mr. Aylward asked the Minister for Education if she will expedite a decision regarding the appointment in a full-time capacity of a person (details supplied) in County Kilkenny.

The teaching post to which the teacher in question was appointed did not fall within the terms of Circular Letter 41/87 which allowed for the filling of vacancies in secondary schools on a temporary basis only, pending the introduction of a teacher redeployment scheme. In order to qualify under the terms of the circular a school had to be within quota. A temporary post was allowed in the school in which the teacher in question was employed, for the 1987-88 school year only, as an exceptional matter, even though the school was over-quota. Such exceptional appointments did not come within the framework of a subsequent agreement to offer panel rights to teachers appointed under the terms of Circular Letter 41/87.

In any event, panel rights were agreed in the context of a negotiated redeployment scheme for secondary teachers. The school in which the teacher was employed in a temporary capacity was not of the schools for which agreement on a teacher redeployment scheme was reached.
