Written Answers. - Sea-Fishing Vessels Safety Equipment Requirements.

33 Mr. G. O'Sullivan asked the Minister for the Marine the steps he is taking to ensure the upkeep and maintenance of safety equipment on board vessels throughout the country; and if he will make a statement on the matter.

Cargo ships, passenger ships, fishing vessels and pleasure craft which exceed 13.7 metres in length are required to carry specified safety equipment in accordance with the provisions of various statutory instruments. Under the Merchant Shipping Acts the owners and masters of such vessels are responsible for ensuring that the proper safety equipment is on board and in an efficient condition ready for immediate use.

Cargo ships and passenger ships registered in the State are required to undergo biennial safety equipment surveys carried out by my Department's marine surveyors. Vessels which comply with the requirements are issued with a safety equipment certificate. Spot checks carried out by my surveyors ensure that equipment is carried and maintained to the required standards.

Inflatable life-rafts and inflatable boats are required to be surveyed at an approved servicing station or at the works of the maufacturer at intervals of not more than 12 months. Three stations have been approved for this purpose by my Department.

Non-compliance with the safety equipment requirements renders offenders liable to prosecution under the Merchant Shipping Acts.
