67 Mr. Spring asked the Minister for Education her views on the findings of The Cost of Free Education survey carried out by the National Parents Council-Primary which shows that 35 per cent of school funds are contributed by parents, either directly or through parish funds; and if she will make a statement on the matter.

141 Mr. O'Shea asked the Minister for Education her views on the findings of the Cost of Free Education survey conducted by the National Parents Council which described a two tiered system; and if she will make a statement on the matter.

I propose to take Questions Nos. 67 and 141 together.

I have noted the findings of the National Parents' Council survey. The whole area of primary education funding will be addressed in the report of the Primary Education Review Body and I will take the National Parents' Council's findings into account when that report is being considered.

I should point out that the State capitation grant is not intended to meet schools' running costs in full, and it is payable on condition that a contribution, from parish or other local funds equivalent to at least 25 per cent of the State grant, is lodged each year to the school account. This amount may not be raised by means of a levy or other compulsory charge on the pupils' parents. I am satisfied that, in general, boards of management are aware of the rules in this regard and do not bring undue pressure on parents to make financial contributions.
