133 Mrs. Owen asked the Minister for the Environment if he will outline the action that has been taken to commence the Balbriggan by-pass project, County Dublin; whether Dublin County Council have carried out their functions; and when he proposes to commence the actual road building.

In October 1987, my Department approved Dublin County Council's preliminary design report in respect of a proposed by-pass of Balbriggan without prejudice to any statutory procedures that might arise. It is a matter for the local authority to proceed with the detailed planning for the scheme and, in the current year, I have provided a road grant of £100,000 for this purpose.

The phasing of major road improvement schemes in the period 1990 to 1993 has been considered in the context of the operational programme for roads and other transport infrastructure, which has been submitted to the EC Commission. Pending the Commission's decision on the programme, it is not proposed to indicate the major schemes on which work will be undertaken in the period up to 1993.

Dublin County Council propose to make a motorway scheme under the Local Government (Roads and Motorways) Act, 1974, for the Balbriggan by-pass and to submit the scheme to the Department for approval in due course.
