Ceist:

114 Mr. Quinn asked the Minister for Education, in respect of the Government-sponsored EUROPEN campaign, the action she has taken within her Department to ensure Ireland's preparedness for 1992; if, as recommended, she has appointed a person in her Department with specific responsibility for 1992; if that person has developed and promoted a programme of work/activities in this area; and if she will make a statement on the matter.

My Department collaborated with the EUROPEN Bureau in the production of an information leaflet on Recognition of Higher Education Qualifications and an officer of my Department was nominated in that leaflet as the contact person for further information.The main matter which impinges on my Department in the context of 1992 is the implementation of Directive 89/48/EEC of 21 December 1988 on the recognition of higher education diplomas awarded on completion of professional education and training of at least three years' duration. This Directive is due for implementation by January 1991. Discussions are ongoing with representatives of the professions covered by this Directive so that they may be fully informed of its provisions and express their views on the method of implementation. Similar discussions will be initiated with those involved when a proposed complementary Directive, at present under discussion at Council working group level, is adopted.
