62 Mr. Flanagan asked the Minister for Foreign Affairs if it is his intention that this country sign the Second Optional Protocol of the United Nations Covenant on Civil and Political Rights; and, if so, when.

Ireland co-sponsored the resolution at the United Nations General Assembly by which the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty, was adopted on 15 December 1989. Legislation to abolish the death penalty is at an advanced stage. The enactment of this legislation would enable the Government to consider the question of Ireland signing this Protocol.
