Ceist:

16 Mr. Byrne asked the Minister for Industry and Commerce if, in relation to the use of price-scanning machines at checkouts, his attention has been drawn to a recent British survey which suggested that one in 12 bills computed in this way was incorrect; if he will request the Director of Consumer Affairs to undertake a similar survey in this country; if he will consider introducing any measures to control or regulate scanning machines in order to ensure that they are operated fairly and accurately; and if he will make a statement on the matter.

I have seen a press report regarding the British survey referred to by the Deputy.

The Director of Consumer Affairs and Fair Trade is already active in this area. Following consultation with the director, the Article Numbering Association of Ireland, under the aegis of the Confederation of Irish Industry drew up a code of practice for the operation of these scanning machines. The Director is monitoring the application of this voluntary code within the grocery trade in accordance with the powers under the Consumer Information Act and other legislation.

Given that he has agreed that the Director of Consumer Affairs and Fair Trade has received some complaints on this matter, what action can we expect from the Minister?

I have just set out what has been done by the Director of Consumer Affairs and Fair Trade who has agreed a code of practice with the organisation called the Article Numbering Association of Ireland who are responsible for these machines. If the code of practice is followed the problems which have arisen in Britain and which may also have arisen here will be avoided.
