174 Mr. Finucane asked the Minister for Communications if he will consider waiving or reducing the television licence fee where televisions are used in schools for video purposes as an educational aid.

Any waiver or reduction of television licence fees for schools would have to be compensated for from other sources — e.g. from the general body of licence fee payers or by means of subvention from the Vote of the Department of Education. The Department of Social Welfare funds the various television licence fee concessions under the social welfare code.

In these circumstances it is considered that it would be a matter for the Minister for Education to decide if any concession in this area is necessary, bearing in mind that the licence fee is hardly a major burden for schools given that one licence will cover any number of television sets in any one school premises.
