115 Mr. Hilliard asked the Minister for the Environment the way in which the £233,555,000 provided for in Vote 25 subhead L in the 1991 Book of Estimates (Abridged Version) is estimated.

120 Mr. Hilliard asked the Minister for the Environment the way in which the £200 million in the Public Capital Programme, 1991 for roads will be distributed.

I propose to take Questions Nos. 115 and 120 together.

The provision of £233.555 million is made up as follows: £200 million for road improvements, £33 million for road maintenance, £455,000 for the administration and general expenses of the Medical Bureau of Road Safety and £100,000 to meet the administration and general expenses of the National Roads Authority.

The grant allocations to individual local authorities will be made as soon as possible.

116 Mr. Hilliard asked the Minister for the Environment the reason for the increase in Vote 25 subhead D in the 1991 Book of Estimates (Abridged Version).

119 Mr. Hilliard asked the Minister for the Environment the way in which the £30.6 million in the Public Capital Programme, 1991, for local authority housing will be distributed.

I propose to take Questions Nos. 116 and 119 together.

It is assuming that the Deputy is referring to subhead D.1. of the Vote for Environment for 1991.

The provision of £30.6 million in the subhead will allow a local authority housing programme of £62.6 million to be undertaken in 1991 an increase of 23 per cent on the 1990 programme. The £30.6 million Exchequer funding will be supplemented by £32 million from local authorities' capital resources.
In so far as the distribution of the capital provision is concerned, I would refer to the reply to Question No. 160 of 11 December 1990.

117 Mr. Hilliard asked the Minister for the Environment the way in which the £10 million in Vote 25 subhead U of the 1991 Book of Estimates for the Public Services (Abridged Version) is estimated.

The amount of £10 million is made up of a new provision of £5 million for the amenities/recreational facilities grants scheme in 1991 and a sum of £5 million from the 1990 scheme provision which was allocated to specific projects but will not be expended during 1990. The allocations made in 1990 will not be affected by this carry forward.

118 Mr. Hilliard asked the Minister for the Environment the way in which the £168,750,000 provided for in Vote 25 subhead P in the abridged version of the 1991 Book of Estimates is estimated.

Following the Government's decision on the 1991 Estimates for Public Services, the rate support grant provision in subhead P for 1991 is increased by 4 per cent on the 1990 provision to provide for an income increase for local authorities next year.
