318 Mr. Gilmore asked the Minister for the Environment the number of spot checks of building sites which have been carried out by each local authority in accordance with the terms of circular 7/86, issued by his Department, in each year since the issue of the circular; the outcome of these spot checks; and the action, if any, which was taken by his Department or local authorities concerned arising from infringements.

The circular deals with certain procedures to be adopted by local authorities in implementing the revised tax clearance certification procedures and other measures to restrict black economy activity on local authority construction contracts. Responsibility for implementing such measures, including spot checks on building sites, rests with individual authorities and in the circumstances, the information sought in the question is not available in my Department.
