Ceist:

155 Mrs. Owen asked the Minister for the Environment if he will make a special road grant available to Dublin County Council to carry out improvements to Upper Carrickhill Road, Portmarnock, County Dublin as a matter of urgency, having regard to the presence of a community school with an enrolment of over 900 pupils at this location and the frequent accidents which occur there.

As the road in question is a non-national road, responsibility for undertaking any works to improve safety on this road, including the provision of the necessary finance is a matter for the local authority concerned, Dublin County Council. The local authority may, at its discretion, use the discretionary grant for roads paid annually by my Department to supplement expenditure from its own resources on such works.

The question of providing a special grant for works on this road will be considered when the road grants for 1991 are being determined.
