221 Mr. Bell asked the Minister for the Environment if he has any plans to give sanction for the appointment of design consultants regarding the provision of a road and bridge to cross the railway at the Drogheda Industrial Estate at Matthews Lane, County Louth which was applied for in 1990; and if he will make a statement on the matter.

222 Mr. Bell asked the Minister for the Environment if he has any plans to support the policy of Drogheda Corporation in the development plan to provide for the Ballymackenny Road cross route, which is the northern arm of the long awaited Ring Road; if his attention has been drawn to the fact that Drogheda, as an industrial town, has a very high level of heavy industry and docks traffic; and if he will make a statement on the matter.

223 Mr. Bell asked the Minister for the Environment if his attention has been drawn to the Drogheda Corporation policy as contained in the development plan to provide for a cross route and bridge at the proposed Bryanstown Route, County Louth; his views on whether Drogheda needs this development to meet the ever increasing north-south traffic and its needs as an industrial base; and if he will make a statement on the matter.

I propose to take Questions Nos. 221, 222, and 223 together. I am aware generally of Drogheda Corporation's development plan and of the objective regarding road development which it contains.

The roads in question would not form part of the network of national roads and, accordingly, the cost of any construction work carried out by the local authority would normally fall to be financed from the authority's own resources supplemented by the block grants for roads allocated annually by my Department. A limited amount of funding is available for special road grant assistance towards the cost of providing and improving non-national roads. The allocation of these funds is determined having regard to the priority of legible proposals throughout the country.

Proposals submitted in 1981 for the Bryanstown cross route were considered to be premature at that time. A further submission has not been received about the proposals. The local authority were recently informed that special grants could not be made available towards the cost of a bridge and approach roads over the railway at the Drogheda Industrial Estate at Matthews Lane. Proposals for the Ballymakenny road route have not been received in the Department.
The strategy which has been adopted to cater for the long term needs of through traffic on the N1 route involves the development of a new road, to motorway standard, from Dublin to north of Dundalk.
