Written Answers. - Cambodian Elections.

Ceist:

122 Mr. Barry asked the Minister for Foreign Affairs if he approves of the decision of the Phnom Penh Government to hold elections in Cambodia in June; if the matter has been discussed at European Political Co-operation level; and if he will make a statement on the matter.

I am aware of reports that the Phnom Penh administration have announced plans to hold elections in June 1992. It is my view that the UN plan for a comprehensive settlement in Cambodia, which contains detailed provisions for the holding of UN-supervised elections, remains the best chance for a just and lasting solution to this tragic conflict. It is important that all parties to the Cambodian question abide by the proposals of the UN plan. This plan has received the unanimous endorsement of the Security Council and the General Assembly. The essence of the UN plan is to empower the people of Cambodia to decide their own future in a free and neutral environment and choose their own leaders in free and fair elections.

The reports referred to by the Deputy of proposed elections in Cambodia have not been discussed within EPC.
