Order of Business.

It is proposed to take Nos. 11, 12 and 13.

It is also proposed, subject to the agreement of the House that (1) Business shall be interrupted at 10.30 p.m., (2) the proceedings on Committee and remaining Stages of No. 11 and Report and Final Stages of No. 12, if not previously concluded, shall be brought to a conclusion at 1.30 p.m. and 10.30 p.m., respectively, by one question, in each case, which shall be put from the Chair and which shall, in relation to amendments, include only amendments set down by the member of the Government in charge of the Bill.

Private Member's Business which shall be No. 20 shall be brought to a conclusion at 8.30 p.m.

Is the proposal that business be interrupted at 10.30 p.m. this evening agreed? Agreed. Is the proposal for dealing with No. 11 agreed? Agreed. Is the proposal for dealing with No. 12 agreed?

In respect of No. 12, I referred to this matter on the Order of Business yesterday when I indicated I was very concerned that it was proposed to take Report Stage today. The Report Stage Bill was circulated only this morning. It is quite impossible to give adequate consideration to a Bill which was circulated this morning and to which we are expected to have amendments in by 1.30 p.m. today. It is on that basis that I am opposing the guillotine on this Bill. I do not believe it should be taken today.

It is quite extraordinary that the Social Welfare Bill which, again, was circulated just this morning — 40 pages of proposals — is expected to be taken tomorrow. I do not believe this House can reasonably expect to do justice either to the Sugar Bill or the Social Welfare Bill by putting them through in this way.
