Before proceeding further may I announce to the House that we have present with us this morning a very distinguished Member of the Canadian Parliament in the person of Mr. Noel Deignan. I am sure Members and, indeed, his friends in the House would wish me to extend to him a most warm céad míle fáilte. He is not merely a fellow Irishman but a Dubliner and he has many friends in the House.
