61 Mr. R. Bruton asked the Minister for Labour if he will consider reviewing the condition of eligibility for social employment schemes which confines them to persons who have been unemployed for over one year in view of the fact that there are many other workers, who do part-time or intermittent work, who are equally needy of opportunities for training or employment schemes; and if he will make a statement on the matter.

The objective of the social employment scheme is to provide opportunities for the long term unemployed to regain a footing in the labour market. I have no plans to make a change along the lines proposed by the Deputy as such a change, if implemented, would have to be at the expense of the long term unemployed because of the limited resources available to fund the scheme.
