Ceist:65 Mr. Dukes asked the Minister for Education if she will outline the criteria which are used to determine the allocation of funds for pay and non-pay to community schools under Subhead E of Vote 28.
Written Answers. - Community Schools' Funds.
Each community school is in receipt of an annual financial allocation made up of pay and non-pay. The pay element is allocated for the purposes of payment of non-teaching staff, teacher substitution and payment of teachers who are employed at the part-time rate. The non-pay allocation is designed to meet the day to day running costs.
The amount apportioned each community school each year in relation to pay is an estimate. This estimate is based on the number of approved non-teaching staff, part-time teaching staff, etc. Estimates of pay requirements as furnished by the school are also looked at. Should it subsequently be found that the estimate is inadequate additional funding for pay will be provided by the Department.
In relation to non-pay, each school is given a cash allocation. This allocation is drawn up by the Department based on estimates furnished by the school. A number of other factors are also taken into account in arriving at the amount of the allocation, viz:— age of school building, size of school, etc. Schools are required to stay within their authorised non-pay allocation.

Permanent and temporary wholetime teachers and eligible part-time teachers in community schools are paid direct by my Department. The financial allocation, broken into (a) other pay (i.e. clerical and maintenance staff and part-time teachers, including substitution) and (b) non-pay, for each community school for the years 1989 and 1990 together with the proposed allocations for 1991 from Subhead E of Vote 28 are set out in following tabular statement.
The financial allocations for the years 1986, 1987 and 1988 are not readily available. It is proposed, however, to furnish the Deputy with this information shortly.
The Deputy should note that the amount allocated in non-pay in 1989 included special grants for junior certificate resource grant (issued to all schools); vocational leaving certificate grant (14 schools); junior certificate technology programme (five schools).
It should also be noted that a reserve is kept each year by the Department for additional funding for emergencies arising in the schools during the course of the year. The 1991 allocations would not yet reflect moneys issued for emergencies.
Five of the schools listed opened in September 1990 and their allocations for that year were based on requirements for four months only.
