Ceist:

75 Mr. Shatter asked the Minister for the Environment whether he will back up the campaign of the National Safety Council by enacting legislation to make the wearing of safety helmets by cyclists compulsory; and if he will make a statement on the matter.

I consider that this matter can best be dealt with by educational and awareness campaigns on the lines of that operated by the National Safety Council.
