29 Mr. R. Bruton asked the Minister for Health if he will outline his views on whether the VHI attitude to subventing outpatient services creates an undesirable bias towards hospital care; and if he will make a statement on the matter.

The admission of individuals as inpatients in public hospitals should be solely on the basis of medically assessed need.
