Michael Creed

Ceist:

52 Mr. Creed asked the Minister for Agriculture and Food the reason a person (details supplied) in County Cork has been exempted from benefit under the suckler cow grant scheme for small milk producers.

The registered herdowner and applicant in this case is the father of the person named.

Payment to that applicant under the 1990 suckler cow premium scheme for small-scale milk producers will be considered following inspection under the scheme to be carried out in June.

Ceist:

54 Mr. Cowen asked the Minister for Agriculture and Food the reason a person (details supplied) in County Offaly who suffered severe loss as a result of the storms last year was not deemed eligible for compensation under the fodder scheme of 1990.

An application from the person named was deemed ineligible because the losses claimed did not reach the relevant qualifying percentage.

55 Mr. Moynihan asked the Minister for Agriculture and Food if he will investigate with the EC the possibility of having funds, which were provided for the purpose of eliminating farmyard pollution and some of which will remain unspent this year, transferred as grant aid to farmers purchasing new refrigerated milk tanks, as required by dairy co-ops.

The Structural Funds allocated for pollution control under the Community support framework will be fully utilised and it is not possible to make them available for other forms of investment.

However, at last weeks Council of Ministers' meeting, I succeeded in obtaining Community funding to finance a milk quality scheme to assist farmers to meet the Community standard proposed for liquid and manufacturing milk from 1993.

I propose to take Questions Nos. 56, 59, 60 and 61 together.

These applicants have been deemed ineligible for payment under the 1990 special beef premium scheme as they did not maintain the number of animals on which they applied for premium for two months as required by the terms and conditions of the scheme.

This applicant has been deemed ineligible for payment under the 1990 special beef premium scheme as he sold his animals before his herd and cattle identity cards were inspected by my Department.

I propose to take Questions Nos. 58, 62 and 66 together.

Payments to these applicants under the 1990 special beef premium scheme have already been made. There was no delay in payment.

63 Mr. Belton asked the Minister for Agriculture and Food when a reactor grant will be paid to a person (details supplied) in County Longford.

The reactor grant due to the person named will be paid within the next few weeks.

64 Mr. Aylward asked the Minister for Agriculture and Food when payment of a farm modernisation grant will issue to a person (details supplied) in County Kilkenny.

Paul Bradford

Ceist:

65 Mr. Bradford asked the Minister for Agriculture and Food if he will renew a milk quota leasing arrangement between persons (details supplied) in County Cork.

This transaction is presently being investigated by my Department in order to ascertain that a lease of the appropriate land is also involved in the transaction and not just a lease of the milk quota on its own. When this has been confirmed, the transfer of the quota will be sanctioned at the earliest possible date.
