Ceist:

1 Mr. Bell asked the Taoiseach if, having regard to the reply given to Parliamentary Questions No. 61 of 28 October 1987 and No. 41 of 29 May 1991, regarding the Top Level Appointments Committee, he will outline in relation to the posts of secretary, deputy secretary, assistant secretary, and departmental, professional and general equivalents in his Department: (1) the name and date of appointment of all those currently serving whether under the TLAC system of otherwise, the number not appointed under the TLAC system, and the projected date of retirement on the basis of contract or age, (2) the number of those appointed at assistant secretary level who are remunerated on a performance basis and those not so remunerated, (3) the number so appointed in each year from 1987 to date, and (4) the date the new administrative budget system was agreed for the period 1991-1993 with the Minister for Finance; and if he will make a statement on the matter.

I propose to circulate in the Official Report a tabular statement setting out the information requested in parts (1) and (3) of the question.

The answer to part (2) of the question is that performance-related pay applies only to the grade of assistant secretary. All assistant secretaries serving in my Department are in recept of performance pay.

With regard to part (4) of the question, it is intended to introduce the administrative budget system into my Department in January 1992.

In relation to the Central Statistics Office, there are no posts of secretary, deputy secretary, or assistant secretary. The post of director is equivalent to that of deputy secretary, for which performance pay does not apply.

It is intended to agree the administrative budget system for the Central Statistics Office in the near future.

I look forward to seeing the tabulated reply. Could the Taoiseach indicate the numbers who have not been appointed under the TLAC system? Are there many such posts?

Yes. Two secretaries and five assistant secretaries were not appointed under the system. They were all appointed before the TLAC system came into operation, except one who was a special appointment to the President's office.

Is the Taoiseach satisfied that only one person from outside the public service has been appointed by the TLAC system to occupy a top level position in the public service and only a small minority have come from Departments other than the one advertising the vacancy?

The TLAC system is working quite well. As it crosses my desk there seems to be quite a degree of mobility between Departments.
