Written Answers. - Erection of Traffic Lights.

119 Mr. Nealon asked the Minister for the Environment if he will outline the procedures through which it is decided that traffic lights are erected at a particular junction; whether the responsibility for such a decision lies with his Department, the relevant local authority or with the Garda authorities; and whether the financing for the erection of traffic lights is provided by his Department or by the local authority.

120 Mr. Nealon asked the Minister for the Environment whether Sligo Corporation have at any stage made a submission to him for the erection of traffic lights at the junction of Pearse Road and Cairns Road in Sligo town; and if, in view of the dangerous nature of this junction, he will take steps to have traffic lights erected there immediately.

I propose to take Questions Nos. 119 and 120 together.

The provision of traffic lights is a matter for the local authority concerned, acting at the request of, or with the consent of, the Garda Commissioner.

Matters such as traffic volumes, pedestrian and vehicular directional counts, vehicles speeds, accident records and site conditions are taken into account in deciding whether to provide traffic lights at a particular location. Detailed technical guidelines on these aspects are available to local authorities.

Traffic lights provided with my Department's approval on national roads qualify for 100 per cent grants. In the case of non-national roads, the financing of such works is normally a matter for the local authority concerned. Discretionary grants provided annually by my Department may also be used for this purpose.
No proposals for the provision of traffic lights at the Pearse Road-Cairns Road junction in Sligo have been received in my Department.
