Written Answers. - Implementation of Directives.

Ceist:

28 Mr. Quinn asked the Minister for Industry and Commerce if his attention has been drawn to the fact that there are 52 legislative measures relating to the EC 1992 project which have not yet been enacted by the Oireachtas and that Ireland is now behind in its own legislative time-table to complete the enactment of EC Directives; and if he will make a statement on the matter.

33 Mr. J. Bruton asked the Minister for Industry and Commerce if his attention has been drawn to the fact that the European Commission states in a report (details supplied) of 23 November 1990 that Ireland had only transposed into domestic Irish law at that time 68 per cent of the rules adopted by the Community for the implementation of the Single Market; if he will give the current percentage; if the Irish performance in this matter is below the average of member states as a whole; and if he will make a statement on the matter.

I propose to take Questions No. 28 and No. 33 together.

I am aware of the report referred to by Deputy Bruton. The present position is that the number of EC internal market measures which have been agreed at Community level for which the date of implementation has been reached but which have not yet been transposed into Irish law is 37. Ireland has, therefore, implemented 73 per cent of the total number of measures which are required to be implemented. This compares with an EC average of approximately 78 per cent.

Ireland's performance in this regard is, therefore, below the average of EC member states as a whole. This is something about which the Government are concerned and Departments have been reminded of the need to speed up the implementation process.
