65 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if he will issue payment of a road grant to a person (details supplied) in County Clare forthwith.

66 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if he will issue a full cattle headage payment to a person (details supplied) in County Clare forthwith.

The applicant has submitted an incomplete lease in respect of lands which he claims to have leased.

If and when a complete lease is received the question of payment of cattle headage grants will be considered further.

His 1991 special beef premium scheme grant is being processed and will issue shortly.

67 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if he will issue payment at the full rate of a special beef premium to a person (details supplied) in County Clare.

This applicant listed on his 1991 special beef premium scheme application an animal on which special beef premium had already been paid. Since premium may be claimed only once in the lifetime of an animal the applicant is deemed to have made a false claim and, in accordance with EC regulations, cannot be paid any special beef premium for 1991. He must also be debarred from applying for grants under the scheme for 12 months from 18 October 1991, the date the false claim was discovered.

70 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if he will issue full payment of a special beef premium to a person (details supplied) in County Clare.

This applicant has been deemed ineligible for grants under the 1991 special beef premium scheme as he failed to earpunch his animals as required by the terms and conditions of the scheme.

71 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if he will issue full payment of a farm development grant to a person (details supplied) in County Clare forthwith.

It is hoped to have this grant paid within the next three to four weeks.

72 Mr. Connor asked the Minister for Agriculture and Food if he will outline for (a) County Roscommon and (b) County Longford (1) the number of farmers who applied for the 1991 beef premium scheme.

It is not possible to give the exact number of 1991 special beef premium scheme applications at this stage as not all files containing these and other applications have been processed. It is estimated that there are approximately 4,700 applications in County Roscommon and 2,000 applications in County Longford.

73 Mr. Yates asked the Minister for Agriculture and Food if the eligibility of a person (details supplied) in County Wexford, under the beef premium scheme, will be reconsidered in view of the marginal nature of the reason for the original refusal in this case.

The person named has been deemed ineligible for payment of grants under the 1991 special beef premium scheme because he did not maintain the animals on which he applied for premium for two months or until inspection, whichever was later, as required under the terms and conditions of that scheme.

The person named is not the registered owner of the herd number quoted. However, the 1991 cattle and equines headage scheme grant due to the registered owner of that herd number is being processed and will issue shortly.

76 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if he will issue full payment of a sheep subsidy to a person (details supplied) in County Clare forthwith.

The person named does not qualify for payment of the 1991 ewe premium because he failed to notify my Department of the loss of three ewes within ten days of discovery of that loss as required by the terms and conditions of the scheme.

Payment of the 1991 sheep headage grant will be made to him in the near future.

Payment of the full grant will be arranged when the farm visit fee which was recently requested from the applicant is received.
