Ceist:

271 Mr. Bell asked the Minister for Social Welfare when arrears of unemployment assistance due to a person (details supplied) in County Louth will be paid.

The person concerned has been unemployed since 1982. Following investigation in 1983 a deciding officer assessed his means at £2.90 per week derived from the value of board and lodgings from his brother-in-law who owned a farm and with whom he was then residing.

Following a re-investigation of his means a deciding officer revised his weekly means as nil from 16 October 1991 which allows him unemployment assistance at the maximum rate. The person concerned requested that the deciding officer's decision would be made retrospective to 9 June 1983. Following further investigation the deciding officer has reviewed the decision assessing the means at nil and this decision now takes effect from 27 September, 1983, the date the claimant left his brother-in-law's house and took up residence in a house provided by Monaghan County Council.
