Local authorities are the bodies statutorily entrusted to administer the higher education grants scheme. My Department annually issues a specimen scheme and from time to time circulars/guidelines to the local authorities regarding interpretation and other relevant matters. In this context the matter of interest payments was dealt with in a circular letter in 1988.
