Ceist:

100 Mr. G. Mitchell asked the Taoiseach if he will outline, in respect of his Department and any Civil Service office under his aegis, (1) the number and grades of the full-time staff engaged in the staff training unit, (2) the nature, number and duration of the training courses given during 1991, (3) the grades catered for on these courses and the numbers in each grade who attended, (4) if he has any plans in relation to the development of the training unit, (5) the number of those who attended courses at the Civil Service Training Centre in each of the years 1989 to 1991 and (6) the number of staff who are paid a refund of, (a) full fees and (b) part fees in respect of attendance at educational courses leading to the award of degrees, certificates and other qualification; and if, in the case of (b) above he will further outline the percentage of the fee which is refunded and the way in which that percentage was determined.

The Department rely on the Civil Service Training Centre and Staff Training Unit for the Central Departments for training purposes. In the staff training unit, attendance from this Department in 1991 was as follows:

Courses provided in this unit are developed in consultation with the Department. Development proposals for the unit would be considered by the Department of Finance.
The Department have also sent four, six and three officers respectively for CSTC courses in 1989, 1990 and 1991.
Seven staff were reimbursed in full the cost of fees in respect of educational courses in 1991, and two staff received 50 per cent. The reduced rate represented cost sharing on the re-assignment of the officers to another Department during the study.
With regard to the Central Statistics Office, there is one higher executive officer engaged full time in the staff training unit.

The 1992 Central Statistics Office Training Programme has been prepared. It is hoped to expand the range of training courses to be given this year to include development courses for both clerical and supervisory grades. In general there will be an increased emphasis on training in the context of the decentalisation of the Central Statistics Office to Cork.
The number of staff who attended courses at the Civil Service Training Centre was 21, 12 and 12 respectively in 1989, 1990 and 1991.
The above courses do not include, (a) those which are directly funded by the Central Statistics Office and to which officers are directed to attend as part of their work training, 88 in 1991 and (b) those courses organised by the Statistical Office of the European Communities and attended by officers of the Central Statistics Office, eight in 1991.
The number of staff paid a refund in respect of attendance at educational courses leading to the award of degrees, certificates and other qualifications are as follows:

Where partial refunds of fees were made the percentage of the fees refunded in 1991 ranged from 68 per cent to 84 per cent. The basis of the calculation was the payment of £500 plus 50 per cent of the remainder of fees.
