239 Mr. Garland asked the Minister for the Environment if he will outline the necessary steps to safeguard the environment in the event of illegal dumping of hazardous waste.
The policy principles applying in relation to environmental damage generally are that preventive action should be taken, that damage where it occurs should if possible be rectified at source, and that the polluter should pay. Irish legislation and practice in regard to hazardous waste is based substantially on these principles. Practical measures in a particular case would be for the responsible local authority to develop, having regard to the extensive powers available for the protection of public health and the environment.
