Written Answers. - Civil Service Structures.

Ceist:

64 Mr. T. O'Sullivan asked the Minister for Finance the changes, if any, he proposes to make in the structures of grades and remuneration within the Civil Service; if he will give details of the discussions that have taken place to date with the trade unions, and if he will make a statement on the matter.

Clause 3 of the Memorandum of Understanding in relation to the operation in the public service of the local bargaining clause of the Programme for Economic and Social Progress pay agreement provides for discussions on claims for improvements in pay and conditions which could involve changes in structures and work practices. In that context certain proposals in relation to grading structures, and the system of pay determination, in the civil service have been put to the staff side under the conciliation and arbitration scheme. As proceedings under the scheme are confidential it would not be appropriate for me to make any comment on the matter.
