Written Answers. - EC Proposals on Waste.

Ceist:

160 Mr. J. Bruton and Mr. J. Mitchell asked the Minister for the Environment if he will outline the current EC Commission proposals on (a) incineration of hazardous waste, (b) landfill of waste, (c) control of shipments of waste, (d) plastic waste and (e) asbestos waste; and if he will make a statement on his views on each of these proposals and their implications for Ireland.

The position on relevant proposals is as follows:

Incineration of hazardous waste

A draft Directive on the incineration of hazardous wastes provides for the licensing of all relevant plant and specifies appropriate operating conditions and emission limit values. Consideration by the Council of Ministers of the draft Directive is at a preliminary stage and amendments are likely before a Directive can be adopted. The implications for Ireland are being considered as the draft is processed.

Landfill of waste

The primary objective of the proposal for a Council Directive on the landfill of waste is to harmonize, in all Member States, the environmental and technical standards for the landfill of waste to ensure a high level of protection for the environment and particularly for the soil and groundwater resources. Consideration by the Council of Ministers of the proposed Directive is at a preliminary stage and amendments are likely before a Directive can be adopted. The implications for Ireland are being considered as the draft is processed.

Control of shipments of waste

The proposal for a Council Regulation on the supervision and control of shipments of waste within, into, and out of the EC is being progressed by the Environment Council. The draft Regulation would amend and replace existing Community law on the control of movements of hazardous waste and give effect to the commitments made by the Community under the Basel Convention on transboundary waste movements and the provision of the Fourth Lomé Convention prohibiting exports of Community waste to African, Caribbean and Pacific States. The proposed Regulation has no major implications for Ireland.
Plastic and Asbestos Waste
I am not aware of any current EC proposals on plastic or asbestos waste.
