Ceist:

166 Mr. Yates asked the Minister for Agriculture and Food when a payment will be made under the control of farm pollution scheme to a person (details supplied) in County Wexford; if he will clarify the level of payment which is due; when it will issue and if he will expedite such payment.

The person named notified the Department's local office last month that the work in question had been completed. The claim is now being processed and if found in order payment will issue as soon as possible at the normal grant rate of 35 per cent of the approved cost.

Bernard J. Durkan

Ceist:

167 Mr. Durkan asked the Minister for Agriculture and Food if he will arrange payment of a beef premium to a person (details supplied) in County Kildare given that the reason for refusal was submission of in accurate information which was due to a clerical error not made by the applicant; and if he will make a statement on the matter.

The person named applied for 1991 special beef premium scheme grants on 18 animals, three of which were not in his herd on the date of application and which he is unable to show were ever in his herd.

Under the EC Regulations governing the scheme my Department has no choice but to refuse him grants under the 1991 special beef premium scheme and to debar him from the scheme for 12 months from 30 August 1991.

168 Mr. Durkan asked the Minister for Agriculture and Food if he will arrange payment of a beef premium to a person (details supplied) in County Kildare given that the reason for refusal was submission of inaccurate information which was due to a clerical error not made by the applicant; and if he will make a statement on the matter.

The person named applied for 1991 special beef premium scheme grants on 33 animals. On 11 October 1991 he presented the cattle identity cards for 27 of these to the Department's local office and he was requested to forward the cards in respect of the other six animals. However, on 18 November 1991 he contacted the local office and stated that these six animals had already had their ears punched. Applications for premium on animals whose ears are punched, thus indicating that they have qualified for premium already, is contrary to the terms and conditions of the special beef premium scheme. As a result the person named has been deemed ineligible for 1991 special beef premium under EC Regulations and he must also be debarred from the scheme for 12 months from 18 November 1991.
