Ivan Yates

Ceist:

135 Mr. Yates asked the Minister for Agriculture, Food and Forestry when beef premium payments will be issued to a person (details supplied) in County Wexford; and if he will expedite this.

This person's application for grants under the 1992 special beef premium scheme is being processed at present and if found in order payment will be made shortly.

137 Mr. Yates asked the Minister for Agriculture, Food and Forestry when a payment will be made under the control of farmyard pollution scheme to a person (details supplied) in County Wexford; and if he will expedite this.

Frank Crowley

Ceist:

138 Mr. Crowley asked the Minister for Agriculture, Food and Forestry if a cattle headage grant was approved for a person (details supplied) in County Cork, and if not, the reason therefor.

The person named was paid his 1988 and 1989 cattle headage scheme grants on 11 May 1990 and 28 May 1990 respectively. He has also been paid his 1991 and 1992 grants under this scheme.

His application for grants under the 1992 special beef premium scheme is being processed at present and if found to be in order payment will be made shortly.

Frank Crowley

Ceist:

139 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a suckler cow and beef premium grant will be paid to a person (details supplied) in County Cork; and the reason for the delay in issuing payment.

The person named has been deemed ineligible for grants under the 1992 suckler cow premium scheme because ten of the animals listed as suckler cows on his application were found on inspection to be ineligible in-calf heifers.

Under EC Regulations he must also be debarred from the suckler cow scheme for the 1993 marketing year.

He has been deemed ineligible for grants under the 1992 suckler cow premium scheme as he applied for grants on two under-age animals. Under EC Regulations he is also debarred from the scheme for 12 months from 18 August 1992.

Paul Connaughton

Ceist:

140 Mr. Connaughton asked the Minister for Agriculture, Food and Forestry if his attention has been drawn to the problems many farmers have in relation to the application for the cow suckler scheme on farms with milk quotas of less than 25,638 gallons; if his attention has been drawn to the fact that it was almost impossible for these farmers to make application because of the short time span for application and the total lack of information concerning the scheme; and if he will allow entry for these farmers until 1st March, 1993.

Detailed rules for the implementation of this scheme were finalised at EC level only last Friday, 12 February. My Department will be announcing the arrangements for applications shortly. Unfortunately, it was not possible to obtain EC agreement to a date later than 1 January, 1993, the operative date for the scheme.

Michael Finucane

Ceist:

141 Mr. Finucane asked the Minister for Agriculture, Food and Forestry whether a sheep headage grant will be paid to a person (details supplied) in County Limerick which has been approved for payment by the Limerick Office of his Department; the number of animals which have been approved for payment; and if he will make a statement on the matter.

The person named applied under the 1992 ewe premium scheme but not the 1992 sheep headage scheme. In July 1992 the applicant was paid the first advance of the 1992 ewe premium based on the number of eligible ewes which he had in 1991. On this basis he received a first advance of £628.50, in respect of the 64 eligible ewes he had in 1991.

However, when the applicant's 1992 ewe premium scheme application was being processed it was found that only 38 of the 50 ewes on which he claimed premium were eligible for grant. As the ineligible animals constituted over 10 per cent of the flock the person named does not qualify for any payment under the 1992 scheme.

The advance payment of £628.50 must therefore be repaid to the Department.

Michael Creed

Ceist:

143 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid cattle headage, suckler cow and beef premium grants.

The person named is deceased. His widow has been paid 1992 cattle and equines headage and suckler cow premium schemes grants already. My Department is unable to trace any 1993 special beef premium scheme application from either the person named or his widow.

Andrew Boylan

Ceist:

144 Mr. Boylan asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Cavan has not yet received his headage payment; and when payment will issue.

The applications of the person named for grants under the 1992 cattle headage, suckler cow premium and special beef premium schemes are being processed. If found to be in order payments will issue shortly.
