Ceist:171 Mr. J. Higgins asked the Minister for Equality and Law Reform the qualifications of the partnership programme manager and the special advisers, if any, appointed to his Department; and the remuneration involved in each case.

Approval has been given to appoint Mr. Paul Mulhern as programme partnership manager and Mr. Richard F. Humphreys as special adviser in my Department. Mr. Mulhern was a manager with a well-known multinational group.
Mr. Humphreys holds the Degrees of Bachelor in Civil Law and Master of Laws, which were awarded by the National University of Ireland, and a Barrister-at-Law Degree which was awarded by the Kings Inns. He is a former lecturer in law at University College Cork and at the Institute of Public Administration, Dublin. In 1991 he was appointed lecturer in law in University College, Dublin.
Contracts setting out the salaries and other conditions of employment attaching to these appointments are expected to be settled soon by the Minister for Finance.

Ceist:172 Mr. J. Higgins asked the Minister for Equality and Law Reform the number of people appointed by him to his constituency office; the qualifications of those so appointed; and the remuneration involved in each case.
There are 4½ people employed in my constituency office, all of whom are civil servants. The grades of the persons involved are: 1 executive officer, 2 clerical officers and 1½ clerical assistant (typists) (one job-sharing).
The following are the salary scales for the grades listed: executive officer, £9,237-£17,730; clerical officer, £7,773-13,768 and clerical assistant, £7,706-£11,373.
