Written Answers. - Milk Quota.

Ceist:

215 Mr. Yates asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Wexford who wishes to be considered as part of the Mulder category of milk procedures and wishes to be reissued with a quota can be accommodated either by him or at EC Community level; and the proposals, if any, he has to obtain a milk quota for such categories of people who are currently in a super levy penalty situation.

Under the EC Regulations covering Mulder quota allocations, member states are permitted to grant quotas to applicants whose participation in the Non-Marketing of Milk Scheme or the Dairy Herd Conversion Scheme ended on or after 1 January 1983. The producer referred to in the question finished his term of participation in October 1982 and is thus excluded from consideration for entitlement to a Mulder quota.

The problems faced by producers in this situation were raised in the Council of Ministers by me and by my predecessor on a number of occasions. However, to date a solution has not been found.
