Peter Barry

Ceist:

278 Mr. Barry asked the Minister for Equality and Law Reform the number of advisers appointed to his office, their suitability for the job, and their background and training; if these positions were advertised; the contracts on which they were appointed; the amounts paid to each individual; and the role each, or any particular group, will play in formulating or implementing Government policy.

Approval has been given to appoint Mr. Richard F. Humphreys as special adviser in my Department.

I am happy as to Mr. Humphreys' suitability for the post in question.

Mr. Humphreys holds the Degree of Bachelor in Civil Law and Master of Laws, which were awarded by the National University of Ireland, and a Barrister-at-Law Degree, which was awarded by the Kings Inn. He is a former lecturer in Law at University College, Cork and at the Institute of Public Administration, Dublin. In 1991 he was appointed lecturer in Law in University College, Dublin.

The post of Special Adviser in my Department was not advertised.

The contract setting out the salary and other conditions of employment attaching to Mr. Humphreys' appointment is expected to be settled soon by the Minister for Finance.
Finally, Mr. Humphreys has no role in formulating or implementing Government policy. He is operating in a purely advisory capacity.
