170 Mrs. Doyle and Mr. J. Bruton asked the Minister for the Environment the plans, if any, he has to introduce legislation to ratify the European Charter for Local Self Government as promised in the Programme for a Partnership Government 1993/1997; and the way in which this ratification will change the existing position.

All of the possible implications are being examined with a view to signature and ratification of the Charter as soon as possible. Pending completion of this examination, I am not in a position to indicate what legislation or other changes may be required.
