Requests to Move Adjournment of Dáil Under Standing Order 30.

Before coming to the Order of Business I propose to deal with a number of related notices under Standing Order 30 from Deputies Proinsias De Rossa and John Bruton. I propose to call on the Deputies in the order in which they submitted their notices to my office and I call first on Deputy De Rossa to state the matter of which he has given notice to me.

I request leave to move the adjournment of the Dáil to discuss the planned amnesty for tax cheats who have taken money abroad in breach of tax law and exchange control regulations in order to enable this side of the House to express its anger at this plan and its implications for industrial relations. There is reported opposition to this plan by the Revenue Commissioners and the Department of Finance. It is questionable whether there is total Government support for the proposal. Regardless of whether the Chair allows the debate, I urge the Government to admit that it has made a mistake——

The Deputy may not go beyond the notice he has given to me.

I appreciate, Sir, that you have given me the opportunity to make the point on the Order of Business but will the Chair outline the other options we have if a debate is not allowed on the matter?

I request leave to move the adjournment of the Dáil under Standing Order 30 to discuss the need for the Minister for Justice to enter into immediate discussions with the Garda Síochána and with the police authorities in other EC countries so as to ensure that the Government's proposed tax write-off for undisclosed funds will not be used either to launder funds for the benefit of criminal or terrorist organisations or to undermine the general national and international battle against white collar crime.

Having considered the matter fully, I do not consider it to be one contemplated by Standing Order 30 and therefore I cannot grant leave to move the motion.

On a point of order, Sir, some other Deputies and I tried to raise this matter on the Order of Business a number of times in the past week——

I can give the Deputy some further information.

The Chair advised us to use other means available and I sought to raise the matter under Standing Order 30.

I will advise the Deputy if he will hear me. The matter to which the Deputies refer is ongoing and Deputies have had ample opportunities to raise this matter in other ways — in fact it was raised on the Adjournment only last week — and I will bring to the attention of Members that amendment No. 1 on the list of amendments for Report Stage of the Finance Bill, 1993, which is being taken today, affords a further opportunity for matters to be discussed.
