119 Mr. Hogan asked the Minister for Health if there are any measures required to be taken in his remit of responsibility to comply with the terms of the Single Market; and if he will make a statement on the matter.

There are two measures which require to be taken to comply with the terms of the Single Market.

—The third non-Life Insurance Directive which will liberalise the health insurance market is required to be implemented before 1 July 1994. Legislation to implement the Directive in so far as health insurance is concerned is being prepared.
—The freedom of movement of mental handicap, psychiatric and sick children's nurses needs to be covered by an amendment to the Statutory Instrument which implemented the general systems directive on the mutual recognition of higher education diplomas. The amendment should also cover public health nurses and nurse tutors so that these nurses can practise in their specialism in other member states. The freedom of movement of general nurses and midwives was the subject of separate sectoral directives which were implemented by the Nurses Act, 1985.
