Ceist:

125 Mr. Hogan asked the Minister for Education if there are any measures required to be taken in her remit of responsibility to comply with the terms of the Single Market; and if she will make a statement on the matter.

The aspect of the Single Market which comes within the remit of my Department, concerns the two EC Directives on the Mutual Recognition of Professional Qualifications. Council Directive 89/48/EEC provides for a general system for the recognition of higher education diplomas awarded on completion of professional education and training of at least three years duration. This Directive was implemented by a Statutory Instrument (S.I. No. 1 of 1991) on 2 January 1991.

Council Directive 92/51/EEC is a complementary Directive to 89/48/EEC and covers all regulated professions requiring education/training below the level of three years higher education which are not already covered by sectoral Directives. Directive 92/51 was adopted on 18 June 1992 and member states have until 18 June 1994 to transpose it into national law. Preparations for the transposition of this Directive are at an advanced stage and I anticipate transposition before that date.
