76 Mr. J. O'Keeffe asked the Minister for the Environment his proposals for a Dáil Constituency Review Commission; its proposed composition; the proposed date of establishment; whether the Commission will have a statutory basis; and if so, when it will be given such a basis.

161 Mr. Lawlor asked the Minister for the Environment if he will consider introducing the legislation necessary to establish an independent Electoral Commission on a statutory basis separately in the event of other reforms not being ready by the end of this session; and if he will make a statement on the matter.

I propose to take Questions Nos. 76 and 161 together.

An Electoral Bill is being prepared to provide, among other things, for the establishment on a statutory basis of a commission to prepare future proposals for the revision of the Dáil constituencies. Should the enactment of this Bill be delayed, the question of establishing a commission on a non-statutory basis will be considered.
