443 Mr. Yates asked the Minister for Agriculture, Food and Forestry if any cereal quota, ewe quota or beef premium quota is registered in his Department for a person (details supplied) in County Wexford who has since died, and for which his wife can now claim.
There is no arable quota system in operation and detailed rules on how such a system will operate have not been drawn up yet.
The relevant EU Regulations provide for ewe premium quotas to be based on the number of ewes on which a producer was paid the premium in 1991 provided that the producer also applied for the premium in 1992. The late person named did not apply for premium in 1991 or 1992 and therefore has no ewe premium quota entitlement.
444 Mr. Yates asked the Minister for Agriculture, Food and Forestry the provision in relation to the allocation of cereal quota that is possible for persons (details supplied) in County Wexford whose herds have been depopulated by virtue of an outbreak of TB; and if the suckler cow quota payments can be made to these persons for 1994 on their replacement heifers.
There is no arable quota system in operation and detailed rules as to how a system is to operate have not yet been drawn up. However as a general principle it can be assumed that such quotas will be allocated to producers of arable crops during the base years 1989, 1990 and 1991.
In regard to the suckler cow premium a person may not apply for this premium on in-calf heifers. The premium may only be claimed on animals which are suckler cows on the date of application.
